Qualitative research was conducted using focus group interviews with a medical doctor and four nurses.\nThe study found that even when the water supply and sewage stopped, medical care could be provided as long as water was available. However patients could not be accepted in the normal way. \nOn the third day of the disaster, to notify of closure, the nurses first left a message on answering machines, posted notices at the entrance, and informed rescue crews of the situation. Cooperation between doctors/nurses and rescue crews is a key issue when communication routes are shut down due to lifeline failures.\nFrom the tenth day, toilet-trained preschool children had to use disposable diapers.
